Congress can give the National Park Foundation up to $15 million a year from 2017 through 2030. That money must be used to match donations, not to pay the Foundation's own administrative costs or to earn interest.
(a) Authorization of Appropriations. Congress may appropriate up to $15,000,000 for each fiscal year from 2017 through 2030 to carry out this subchapter.
(b) Use of Funds. Money appropriated under subsection (a) comes with four rules. (1) The government can advance the whole year's amount to the Foundation in one lump sum, without waiting to see when expenses actually happen. (2) The money must be given to the Foundation to match contributions that people give to the Foundation — whether those contributions are cash, services, or property. (3) The Foundation cannot use this money to pay its own administrative expenses, including salaries, travel and transportation costs, and other overhead. (4) The Foundation cannot deposit this money into any fund that would be invested or that would earn interest.
There are authorized to be appropriated to carry out this subchapter $15,000,000 for each of fiscal years 2017 through 2030.
Funds made available under subsection (a)—
may be advanced each fiscal year to the National Park Foundation in a lump sum without regard to when expenses are incurred;
shall be provided to the National Park Foundation for use to match contributions (whether in currency, services, or property) made to the Foundation;
may not be used by the National Park Foundation for administrative expenses of the Foundation, including for salaries, travel and transportation expenses, and other overhead expenses; and
may not be deposited by the National Park Foundation into any fund that will be invested or earn interest in any way.
