The Secretary must write regulations to carry out this subchapter. Those rules must stop businesses from splitting concession contracts into smaller pieces just to dodge the $500,000 threshold, and must define what counts as Indian, Alaska Native, and Native Hawaiian handicrafts.
The Secretary* shall prescribe regulations appropriate for the implementation of this subchapter.
The regulations—
shall include appropriate provisions to ensure that concession services and facilities to be provided in a System unit* are not segmented or otherwise split into separate concession contracts for the purposes of seeking to reduce anticipated annual gross receipts of a concession contract below $500,000; and
shall further define the term “United States Indian, Alaskan Native, and Native Hawaiian handicrafts” for the purposes of this subchapter.
