This section creates a Park Service program to fund arts and culture in the National Capital region. Grants go only to large, nationally significant organizations meeting at least two size criteria, and colleges cannot apply. No single grant can exceed $500,000 a year.
(a) Establishment.— The Park Service* runs a program to support art and culture in the National Capital region.
(b) Grant Eligibility.— (1) Only organizations of demonstrated national significance can get grants, and they must meet at least two of the criteria below. (2) Those criteria are: an annual budget over $1,000,000; an annual audience of at least 200,000 people; a paid staff of at least 100 people; or eligibility under section 320102(f) of this title. (3) Public and private colleges and universities cannot get grants under this program.
(c) Use of Grants.— Grants can pay for general operations, maintenance, security, or special projects. No organization can get more than $500,000 in grants in one year.
(d) Responsibilities of Director*.— The Director must set up an application process, appoint a five-person review panel where most members live in the National Capital region, and create other program rules and definitions as needed.
(e) Ford's Theater and Wolf Trap National Park for the Performing Arts.— Money to support Ford's Theater and Wolf Trap must be available from this program's funds, regardless of any other rule in this section.
There is under the direction of the Service* a program to support and enhance artistic and cultural activities in the National Capital region.
Eligibility for grants shall be limited to organizations—
that are of demonstrated national significance; and
that meet at least 2 of the criteria stated in paragraph (2).
The criteria referred to in paragraph (1) are the following:
The organization has an annual operating budget in excess of $1,000,000.
The organization has an annual audience or visitation of at least 200,000 people.
The organization has a paid staff of at least 100 individuals.
The organization is eligible under section 320102(f) of this title.
Public or private colleges and universities are not eligible for grants under the program under this section.
Grants awarded under this section may be used to support general operations and maintenance, security, or special projects. No organization may receive a grant in excess of $500,000 in a single year.
The Director shall—
establish an application process;
appoint a review panel of 5 qualified individuals, at least a majority of whom reside in the National Capital region; and
develop other program guidelines and definitions as required.
The contractual amounts required for the support of Ford’s Theater and Wolf Trap National Park for the Performing Arts shall be available within the amount provided in this section without regard to any other provision of this section.
