This section funds crime-prevention efforts in System units. The Secretary must identify units with the most violent crime and publish improvement recommendations in the Federal Register. Money can fund lighting, emergency phones, or extra security, up to $10,000,000 a year.
(a) Recommendations for Improvement.— The Secretary* must direct the Service's top law enforcement official to do three things: (1) list the System* units with the highest rates of violent crime; (2) recommend capital improvements and other steps to cut violent crime rates, including sexual assault, in the System; and (3) publish that list and those recommendations in the Federal Register.
(b) Distribution of Funds.— Using the list and recommendations from subsection (a), the Secretary must distribute the funds described in subsection (d) across the System. Areas with the highest sexual assault rates get priority.
(c) Use of Funds.— This money can be used to (1) add lighting in or near System units; (2) install emergency phone lines to reach law enforcement or security; (3) add security or law enforcement staff in or near System units; or (4) fund any other project that boosts safety and security at System units.
(d) Authorization of Appropriations.— Congress may spend up to $10,000,000 from the Violent Crime Reduction Trust Fund for the Secretary to take steps to reduce violent crime in the System.
The Secretary* shall direct the chief official responsible for law enforcement within the Service* to—
compile a list of System* units with the highest rates of violent crime;
make recommendations concerning capital improvements, and other measures, needed within the System to reduce the rates of violent crime, including the rate of sexual assault; and
publish the information required by paragraphs (1) and (2) in the Federal Register.
Based on the recommendations and list issued pursuant to subsection (a), the Secretary shall distribute the funds authorized by subsection (d) throughout the System. Priority shall be given to areas with the highest rates of sexual assault.
Funds provided under this section may be used—
to increase lighting within or adjacent to System units;
to provide emergency phone lines to contact law enforcement or security personnel in areas within or adjacent to System units;
to increase security or law enforcement personnel within or adjacent to System units; or
for any other project intended to increase the security and safety of System units.
There is authorized to be appropriated out of the Violent Crime Reduction Trust Fund not more than $10,000,000 for the Secretary to take all necessary actions to seek to reduce the incidence of violent crime in the System.
