A certified local government can receive grant funds under section 302902(c)(4). It must carry out any responsibilities it has been given, on terms the Secretary sets, whether it is already certified or still working toward certification.
Any local government* that is certified under this chapter is eligible for funds under section 302902(c)(4) of this title. And any local government that is certified — or working toward certification — under this chapter must carry out whatever responsibilities it has been given, following whatever terms and conditions the Secretary* thinks are necessary or wise.
Any local government*—
that is certified under this chapter shall be eligible for funds under section 302902(c)(4) of this title; and
that is certified, or making efforts to become certified, under this chapter shall carry out any responsibilities delegated to it in accordance with such terms and conditions as the Secretary* considers necessary or advisable.
