Congress declares that preserving cemeteries, monuments, and historic buildings abroad connected with United States citizens’ foreign heritage is in the national interest. The stated reason is that visible reminders of historical roots strengthen society.
Because visible reminders of a society’s historical roots strengthen that society, it is in the national interest to encourage preserving and protecting cemeteries, monuments, and historic buildings connected with the foreign heritage of United States citizens.
Because the fabric of a society is strengthened by visible reminders of the historical roots of the society, it is in the national interest to encourage the preservation and protection of the cemeteries, monuments, and historic buildings associated with the foreign heritage of United States citizens.
