6 U.S.C. § 124a — Homeland security information sharing

(a) Information sharing. The Secretary of Homeland Security, acting through the Under Secretary for Intelligence and Analysis, must combine the information the Department's intelligence units collect and put it into one standard format. This covers homeland security information, terrorism information, weapons of mass destruction information, and "national intelligence" (a term defined in section 3003(5) of title 50). This duty must follow section 485 of this title. It does not cover internal security rules, personnel information kept by the Department's intelligence units, or other administrative processes run by any chief security officer of the Department. (b) Information sharing and knowledge management officers. For every intelligence unit in the Department, the Secretary must designate an information sharing and knowledge management officer. That officer reports to the Under Secretary for Intelligence and Analysis. Their job is to help coordinate the different systems the Department uses to gather and share homeland security information or national intelligence. (c) State, local, and private-sector sources of information. First, on establishing business processes: the Secretary, acting through the Under Secretary for Intelligence and Analysis or the Director of the Cybersecurity and Infrastructure Security Agency, must set up Department-wide procedures for reviewing and analyzing information that comes from state, local, and tribal governments and from the private sector. Where appropriate, the Department must fold that information into what it and other federal agencies already gather, and make it available inside the Department and to other federal departments and agencies. Second, on feedback: the Secretary must develop mechanisms to give feedback to any state, local, or tribal government entity, or private-sector entity, that provides the Department with information — telling them how that information was analyzed and how useful it was. (d) Training and evaluation of employees. First, on training: the Secretary, acting through the Under Secretary for Intelligence and Analysis or the Director of the Cybersecurity and Infrastructure Security Agency, must give Department employees opportunities for training and education. This should help them understand the definitions of "homeland security information" and "national intelligence" (as defined in section 3003(5) of title 50), and understand how information they see as part of their duties might qualify as one of those, and might be relevant to the Office of Intelligence and Analysis and the Department's intelligence units. Second, on evaluations: the Under Secretary for Intelligence and Analysis must, on an ongoing basis, evaluate how employees of the Office of Intelligence and Analysis and the Department's intelligence units are using homeland security information or national intelligence, sharing information inside the Department, and participating in the information sharing environment established under section 485 of this title. The Under Secretary must give the appropriate component heads regular reports on these evaluations.
