6 U.S.C. § 124m–1 — Departmental coordination on counter threats

(a) Establishment. This section authorizes, for a period of two years beginning after December 27, 2020, a Counter Threats Advisory Board (called "the Board") inside the Department. The Board must be composed of senior representatives of Department operational components and headquarters elements, and must coordinate the Department's intelligence activities, policy, and information related to countering threats. (b) Charter. A charter must govern the Board's structure and mission. The charter must direct the Board to focus on the current threat environment and on aligning Department activities to counter threats, under the Secretary's guidance. The charter must be reviewed and updated as appropriate. (c) Members. The Board is composed of senior representatives of Department operational components and headquarters elements. The Under Secretary for Intelligence and Analysis serves as the Board's Chair. The Secretary appoints additional members from among a list of Department offices, including: the Transportation Security Administration; U.S. Customs and Border Protection; U.S. Immigration and Customs Enforcement; the Federal Emergency Management Agency; the Coast Guard; U.S. Citizenship and Immigration Services; the United States Secret Service; the Cybersecurity and Infrastructure Security Agency; the Office of Operations Coordination; the Office of the General Counsel; the Office of Intelligence and Analysis; the Office of Strategy, Policy, and Plans; the Science and Technology Directorate; the Office for State and Local Law Enforcement; the Privacy Office; the Office for Civil Rights and Civil Liberties; and other Department offices and programs the Secretary determines are appropriate. (d) Meetings. The Board must meet on a regular basis to discuss intelligence and coordinate ongoing threat-mitigation efforts and Department activities, including coordination with other federal, state, local, tribal, territorial, and private-sector partners. The Board must make recommendations to the Secretary. (e) Terrorism alerts. The Board must advise the Secretary on issuing terrorism alerts under section 124 of this title. (f) Prohibition on additional funds. No additional funds are authorized to carry out this section.
