6 U.S.C. § 222 — Advanced Training Center Revolving Fund

This section lets a specific training center charge fees and keep that money for its own use. Starting in fiscal year 2012 and continuing after that, U.S. Customs and Border Protection's Advanced Training Center may charge fees for any service or item of value it provides. It can charge these fees to federal government agencies, non-government entities, or individuals. The fees cannot be more than the Center's actual, full cost of providing that service or item. Normally, a law in section 3302(b) of title 31 would require this kind of fee money to go into the general Treasury. This section overrides that rule. Instead, the fees collected by the Advanced Training Center must go into a separate account called the "Advanced Training Center Revolving Fund." Money in that fund is available for the necessary expenses of the Advanced Training Center program without Congress needing to pass a new appropriation. The money stays available until it is spent — it does not expire at the end of the fiscal year.
