6 U.S.C. § 464d — Additional funds for training

Since fiscal year 2004, the Director may use appropriated funds for five extra training purposes. These cover Postal Service police, plus space-available training for state, local, foreign, and private security officials. Foreign and private trainees usually repay the cost, though the Secretary can waive that for some anti-terrorism training.
This section has no lettered subsections. Since fiscal year 2004, the Director can use money appropriated to this account, at their discretion, for five extra purposes.
First, training United States Postal Service law enforcement personnel and Postal police officers.
Second, training state* and local government* law enforcement — but only "on a space-available basis," meaning only when there's room left over after required training.
Third, training foreign law enforcement officials, also space-available, with the foreign government reimbursing the Center for the actual cost. The Secretary* can waive that reimbursement for law enforcement training done in foreign countries under section 801 of the Antiterrorism and Effective Death Penalty Act of 1996.
Fourth, training private-sector security officials, space-available, with those officials reimbursing the actual cost.
Fifth, paying travel expenses for non-federal people who attend course-development meetings and training sponsored by the Center.
In fiscal year 2004 and thereafter, funds appropriated in this account shall be available, at the discretion of the Director, for the following: training United States Postal Service law enforcement personnel and Postal police officers; State* and local government* law enforcement training on a space-available basis; training of foreign law enforcement officials on a space-available basis with reimbursement of actual costs to this appropriation, except that reimbursement may be waived by the Secretary* for law enforcement training activities in foreign countries undertaken under section 801 of the Antiterrorism and Effective Death Penalty Act of 1996 (28 U.S.C. 509 note); training of private sector security officials on a space-available basis with reimbursement of actual costs to this appropriation; and travel expenses of non-Federal personnel to attend course development meetings and training sponsored by the Center.
