6 U.S.C. § 394 — Unsolicited proposals

(a) Regulations required: Within 1 year of November 25, 2002, the Federal Acquisition Regulation had to be revised to add rules about "unsolicited proposals" — meaning proposals sent to the agency that were not asked for. (b) Content of regulations: Those new regulations must require that, before starting a full evaluation of a proposal, an agency contact point must consider — among other things — whether the proposal: (1) was not submitted in response to a requirement the agency had already published; and (2) includes technical and cost information that can be evaluated for overall scientific, technical, or socioeconomic merit, or for cost- or price-related factors.
