6 U.S.C. § 454 — Future Years Homeland Security Program

(a) In general: Every budget request the Department submits to Congress under section 1105 of title 31 must also be accompanied, around the same time, by a Future Years Homeland Security Program. (b) Contents: The Future Years Homeland Security Program must — (1) include the same kind of information, organizational structure, and level of detail as the future years defense program the Secretary of Defense submits to Congress under section 221 of title 10; (2) lay out the Department's homeland security strategy — which the Secretary develops and updates yearly, as appropriate — that was used to build the program's planning guidance; and (3) explain how the resource allocations in the program connect to that homeland security strategy from (2). (c) Effective date: This section applies starting with the preparation and submission of the Department's fiscal year 2005 budget request, and every subsequent fiscal year. But the first Future Years Homeland Security Program must be submitted no later than 90 days after the Department's fiscal year 2005 budget request is submitted to Congress.
