6 U.S.C. § 665f — Cybersecurity education and training programs

(a) Establishment. (1) The Cybersecurity Education and Training Assistance Program, or “CETAP,” is established within the Agency. (2) CETAP supports the Agency’s effort to build and strengthen a national cybersecurity workforce pipeline through elementary and secondary education, including foundational awareness and literacy, career exploration, and teaching cybersecurity skills. (b) Requirements. The Director must ensure CETAP: (1) creates and distributes suitable cybersecurity curricula and career-awareness materials; provides teacher professional development; creates teaching resources; gives students direct opportunities through camps and other programs; works with State and local education agencies to publicize the program and align offerings with their curricula; integrates with the Department’s existing postsecondary and workforce programs; promotes and supports national elementary and secondary cyber-education standards; partners with cybersecurity and education stakeholder groups for outreach; and conducts other activity the Director finds necessary for (a)(2); and (2) is deployed nationwide with special consideration for underserved populations and communities. (c) Briefings. (1) Within one year after CETAP is established and annually afterward, the Secretary must brief the Senate Homeland Security and Governmental Affairs Committee and House Homeland Security Committee. (2) Each briefing must include estimated students reached and teachers involved; outreach and engagement information, including (b)(1)(E); grants and cooperative agreements under (e), including their use for underserved populations or communities; new curricula and teacher-training platforms; and coordination with Department postsecondary education and workforce programs. (d) Mission promotion. The Director may use appropriated money for promotional and recognition items and marketing and advertising services to publicize the Agency’s mission and services, support its activities, and recruit and retain personnel. (e) Grants and cooperative agreements. The Director may give grants or cooperative-agreement assistance to States, local governments, higher-education institutions as defined in section 1001 of title 20, nonprofit organizations, and other appropriate nonfederal entities to fund cybersecurity and infrastructure-security education and training programs that: (1) carry out CETAP’s purposes; and (2) improve CETAP to address the national shortage of cybersecurity professionals.
