6 U.S.C. § 745 — National planning scenarios

(a) In general. The Administrator, working with the heads of appropriate Federal agencies and the National Advisory Council, may develop planning scenarios showing the relative risk requirements presented by all hazards. These include natural disasters, acts of terrorism, and other disasters caused by people. The scenarios must provide the foundation for flexibly and adaptively developing target capabilities and identifying target capability levels needed to meet the national preparedness goal. (b) Development. When developing, revising, or replacing national planning scenarios, the Administrator must ensure that the scenarios— (1) show the relative risk of all hazards and illustrate the possible scope, size, and complexity of a broad range of representative hazards; and (2) provide the minimum number of representative scenarios needed to identify and define the tasks and target capabilities required to respond to all hazards. This section does not define the terms "Administrator", "National Advisory Council", "all hazards", "target capabilities", "target capability levels", "national preparedness goal", or "national planning scenarios".
