Congress states that commodity benefit forecasts should be made more accurate. The Secretary of Agriculture should appoint one organization to manage forecasting and create quality controls that identify errors, preserve data, document methods, and fix weaknesses.
Congress finds that, to improve commodity-program benefit forecasts, the Secretary of Agriculture should designate one organization to manage commodity-program forecasting and establish quality controls to (1) systematically find the sources of forecast errors; (2) keep records of data used for supply and demand forecasts; (3) document forecasting methods; and (4) correct weaknesses in the different forecasting components.
Congress finds that, to improve the accuracy of commodity program benefit forecasts, the Secretary of Agriculture should designate a single organization to manage its commodity program forecasting and establish a quality control program to—
systematically identify the source of forecasting errors;
maintain records of data used for supply and demand forecasts;
document its forecasting methods; and
correct weaknesses in its various forecasting components.
