This section directs the Secretary to encourage voluntary reporting by packers not covered by mandatory reporting.
The Secretary* must encourage voluntary reporting by packers, as defined in section 191 of this title, that are not subject to this subchapter’s mandatory reporting requirements.
The Secretary* shall encourage voluntary reporting by packers (as defined in section 191 of this title) to which the mandatory reporting requirements of this subchapter do not apply.
