(e) Program priority In carrying out this section, the Secretary must give priority to programs relating to the development of food and nutrition safety net systems with a focus on food insecure countries. (f) Authorization of appropriations There is authorized to be appropriated to carry out this section $1,000,000 for each of fiscal years 2019 through 2023.
