A research facility may not buy a dog or cat from someone who is neither an authorized auction-sale operator nor a licensed dealer or exhibitor. The exception covers people exempt from licensing under section 2133.
A research facility* may not buy a dog or cat from anyone except an auction-sale operator covered by section 2142 or a person* holding a valid dealer* or exhibitor* license issued by the Secretary* under this chapter. This restriction does not apply when the person is exempt from obtaining a license under section 2133.
It shall be unlawful for any research facility* to purchase any dog or cat from any person* except an operator of an auction sale subject to section 2142 of this title or a person holding a valid license as a dealer* or exhibitor* issued by the Secretary* pursuant to this chapter unless such person is exempted from obtaining such license under section 2133 of this title.
