A United States department, agency, or instrumentality using animals for research, experimentation, or exhibition may acquire a dog or cat only from an authorized auction operator or licensed dealer or exhibitor. The source may be exempt from licensing under section 2133.
A United States department, agency, or instrumentality that uses animals for research, experimentation, or exhibition may not purchase or otherwise acquire a dog or cat for those purposes from anyone except an auction-sale operator covered by section 2142 or a person* holding a valid dealer* or exhibitor* license issued by the Secretary* under this chapter. The restriction does not apply if that person is exempt from obtaining a license under section 2133.
No department, agency, or instrumentality of the United States which uses animals for research or experimentation or exhibition shall purchase or otherwise acquire any dog or cat for such purposes from any person* except an operator of an auction sale subject to section 2142 of this title or a person holding a valid license as a dealer* or exhibitor* issued by the Secretary* pursuant to this chapter unless such person is exempted from obtaining such license under section 2133 of this title.
