When interested persons provide enough evidence, or the Secretary believes a plan would carry out this chapter’s policy, the Secretary must give notice and an opportunity for a hearing on a proposed plan. An interested person may request a hearing with a plan proposal.
If interested persons present enough evidence to the Secretary*, or if the Secretary has reason to believe a plan would carry out this chapter’s stated policy, the Secretary must give proper notice and an opportunity for a hearing on the proposed plan. Any interested person*, including the Secretary, may request the hearing if the request includes a proposed plan.
When sufficient evidence is presented to the Secretary* by interested persons, or whenever the Secretary has reason to believe that a plan will tend to effectuate the declared policy of this chapter, he shall give due notice and opportunity for a hearing upon a proposed plan. Such hearing may be requested by any interested person*, including the Secretary, when the request for such hearing is accompanied by a proposal for a plan.
