The Secretary may issue regulations having the force and effect of law when they are needed to carry out this chapter and the Secretary’s powers under it.
The Secretary* may make regulations that have the force and effect of law when they are necessary to carry out this chapter and the powers this chapter gives the Secretary.
The Secretary* is authorized to make such regulations with the force and effect of law, as may be necessary to carry out the provisions of this chapter and the powers vested in him by this chapter.
