The President may carry out the powers and duties in this chapter through designated United States agencies or offices. Those agencies or offices may issue regulations needed to implement the chapter.
The President may exercise any power or duty conferred on him by this chapter through such agencies or offices of the United States as he must designate. Such agencies or offices must issue such regulations as they determine are necessary to implement this chapter.
