The Secretary must establish an Agricultural Youth Organization Coordinator. The Coordinator supports youth organizations and agricultural education, provides program information and opportunities, and may arrange research, training, mentoring, and internships.
(a) Authorization. The Secretary* must establish the position of Agricultural Youth Organization Coordinator in the Department*.
(b) Duties. The Coordinator must: (1) promote youth-serving organizations and school-based agricultural education as ways to motivate and prepare young people for careers in agriculture, food, and natural-resources systems; (2) help young people understand agriculture’s reach and importance across diverse fields and disciplines; (3) identify the Department’s short- and long-term interests and provide youth organizations and school-based agricultural education with opportunities, resources, input, and coordination, including internships; (4) share inside and outside the Department the extent of active efforts to collaborate with and support those organizations and education; (5) tell young people in food and agriculture organizations about agricultural programs and eligibility, especially beginning farmer and rancher programs; (6) help those young people apply to participate in agriculture; and (7) advocate for them when dealing with Department employees.
(c) Contracts and cooperative agreements. To perform these duties, the Coordinator must consult cooperative extension and land-grant university systems and may contract or make cooperative agreements with Agricultural Research Service research centers, those systems, non-land-grant agricultural colleges, or nonprofits for (1) regional research on small-farm profitability, (2) educational materials, (3) workshops, courses, and certified vocational training, (4) mentoring, or (5) internships.
The Secretary* shall establish in the Department* the position of Agricultural Youth Organization Coordinator.
The Agricultural Youth Organization Coordinator shall—
promote the role of youth-serving organizations and school-based agricultural education in motivating and preparing young people to pursue careers in the agriculture, food, and natural resources systems;
work to help build youth awareness of the reach and importance of agriculture, across a diversity of fields and disciplines;
identify short-term and long-term interests of the Department and provide opportunities, resources, input, and coordination with programs and agencies of the Department to youth-serving organizations and school-based agricultural education, including the development of internship opportunities;
share, internally and externally, the extent to which active steps are being taken to encourage collaboration with, and support of, youth-serving organizations and school-based agricultural education;
provide information to youth involved in food and agriculture organizations concerning the availability of, and eligibility requirements for, participation in agricultural programs, with particular emphasis on beginning farmer and rancher programs;
serve as a resource for assisting youth involved in food and agriculture organizations in applying for participation in agriculture; and
advocate on behalf of youth involved in food and agriculture organizations in interactions with employees of the Department.
For purposes of carrying out the duties under subsection (b), the Agricultural Youth Organization Coordinator shall consult with the cooperative extension and the land-grant university systems, and may enter into contracts or cooperative agreements with the research centers of the Agricultural Research Service, cooperative extension and the land-grant university systems, non-land-grant colleges of agriculture, or nonprofit organizations for—
the conduct of regional research on the profitability of small farms;
the development of educational materials;
the conduct of workshops, courses, and certified vocational training;
the conduct of mentoring activities; or
the provision of internship opportunities.
