7 U.S.C. § 7611 — Standards for Federal funding of agricultural research, extension, and education

The Secretary must make sure certain agricultural research, extension, and education activities address real priorities. The concern must be a priority under section 7612(a) and matter nationally, across multiple states, or regionally. This rule covers Agricultural Research Service research and competitive grants from the National Institute of Food and Agriculture.
(a) In general: The Secretary must make sure that the agricultural research, extension, or education activities covered by subsection (b) address a concern that:
(1) is a priority, as determined under section 7612(a) of this title; and
(2) matters on a national, multistate, or regional level.
(b) Application: Subsection (a) applies to:
(1) research activities carried out by the Agricultural Research Service; and
(2) research, extension, or education activities that the National Institute of Food and Agriculture awards on a competitive basis.
The Secretary shall ensure that agricultural research, extension, or education activities described in subsection (b) address a concern that—
is a priority, as determined under section 7612(a) of this title; and
has national, multistate, or regional significance.
Subsection (a) applies to—
research activities conducted by the Agricultural Research Service; and
research, extension, or education activities administered, on a competitive basis, by the National Institute of Food and Agriculture.
