Money appropriated under this chapter stays available until it's spent, with no yearly deadline. The Secretaries may use up to five percent of a fiscal year's funds for administration. That covers costs necessary to carry out this chapter.
(a) Availability of appropriated funds: Any money Congress appropriates under this chapter doesn't expire — it stays available to spend until it's used up, with no yearly deadline.
(b) Administrative expenses: Out of the money appropriated to carry out this chapter for a given fiscal year, the Secretaries* may spend up to five percent on administrative costs — the expenses necessary to run the program.
Amounts appropriated under this chapter shall remain available until expended.
Of the amounts appropriated to carry out this chapter for a fiscal year, the Secretaries* may expend not more than five percent to cover the administrative expenses necessary to carry out this chapter.
