10 U.S.C. § 335 — Payment of personnel expenses necessary for participation in training program conducted by Colombia under the United States-Colombia Action Plan for Regional Security

(a) Authority. The Secretary of Defense may pay for expendable training supplies, travel, food and lodging, similar personnel costs, and special compensation for people taking part in a training program that Colombia runs under the United States-Colombia Action Plan for Regional Security — whenever the Secretary decides this is necessary. This covers two groups: (1) defense personnel from friendly foreign governments, and (2) with the State Department's agreement, other government personnel and even non-government personnel from friendly countries. (b) Limitation. Normally, this payment authority only applies to personnel from developing countries. But there's an exception: the Secretary can approve payments for personnel from a country that isn't a developing country if the Secretary finds two things are both true — the payment is necessary to respond to extraordinary circumstances, and it serves the national security interests of the United States.
