A qualifying person or Government traffic may use the San Francisco-Oakland Bay Bridge free after presenting and surrendering an approved authorization. The bridge authority may also accept another device or method and make agreements to administer the right.

(a) Free use provided by section 1005 is granted when the person presents and surrenders at the toll lanes an authorization certifying the right to free passage. An officer or official designated under regulations of the Secretary of the department controlling the exempt personnel must issue and sign it. The designated officers’ names and signatures must be given to the California Toll Bridge Authority, which must accept their signed authorizations as initial evidence of the stated facts. (b) Despite subsection (a), the right may be shown by another device or method acceptable to the Authority. The appropriate Secretary and the Authority may make agreements to ensure the right is exercised effectively, conveniently, and fairly.
