This section authorizes Commerce Department funding for marine-debris work and matching contributions. It limits federal funds for administrative costs and bars grant money for litigation and lobbying.

(a)(1) Congress may appropriate to the Department of Commerce to carry out this title $10,000,000 for each fiscal year 2021 through 2024 and $2,000,000 for fiscal year 2025. (2) Subject to paragraph (3), that money must be provided to the Foundation to match contributions of money, services, or property from private people, state and local agencies, regional organizations, Indian Tribes, Tribal organizations, and foreign governments. (3)(A) Except as provided in (B), the Foundation may not use the federal money for its administrative expenses, including salaries, travel, transportation, or other overhead. (B) The Secretary may allow it to pay salaries during the 18 months beginning December 18, 2020. (b)(1) In addition, the Foundation may accept federal money from an agency under another federal law to assess, prevent, reduce, and remove marine debris as this title requires. (2) The Foundation must use that money to match, in whole or part, money, services, or property contributed by private people and state and local agencies. (c) Foundation grant money may not pay for: (1) litigation expenses covered by government-wide cost principles; or (2) activities intended to influence legislation pending before Congress, as covered by those principles.
