42 U.S.C. § 16324 — Energy research fellowships

(a) Postdoctoral fellowship program: The Secretary must establish a program giving fellowships to encourage outstanding young scientists and engineers to pursue postdoctoral research appointments in energy research and development at a university of their choice. (b) Senior research fellowships (1) In general: The Secretary must establish a program giving fellowships that let outstanding senior researchers, and their research groups, explore energy research and development topics of their own choosing, for at least 3 years, with the exact length set by the Secretary. (2) Consideration: In awarding a fellowship under paragraph (1), the Secretary must consider (A) the researcher's past scientific or technical accomplishments, and (B) the potential for the researcher to keep accomplishing things during the fellowship.
