49 U.S.C. § 13501 — General jurisdiction

This section gives the Secretary of Transportation and the Surface Transportation Board authority over transportation by motor carrier, and over procuring that transportation, as set out in this part, whenever passengers, property, or both are carried by motor carrier: (1) Between places, in five specific situations: (A) between a place in one state and a place in another state; (B) between a place in a state and another place in the same state, but traveling through a different state to get there; (C) between the United States and a place in a U.S. territory or possession, as long as the transportation happens within the United States; (D) between the United States and another place in the United States, traveling through a foreign country, as long as the transportation happens within the United States; or (E) between the United States and a place in a foreign country, as long as the transportation happens within the United States; and (2) On a reservation under the federal government's exclusive control, or on a public highway.
