54 U.S.C. § 100505 — Periodic review of System

submitted 12 years ago by Pub. L. 113-287 to r/title-54-NATIONAL-PARK-SERVICE-AND-RELATED-PROGRAMS · 261 words · no verdicts yet

in plain englishAI-generated · not legal advice

The Secretary must review the National Park System at least every three years and report findings to Congress. The Secretary must consult with affected agencies and hold public hearings first. The report must list unacquired land within park boundaries, rank it by priority and cost, and estimate each park's future needs.

(a) Authority of Secretary To Conduct Review. The Secretary must do a thorough, organized review of certain parts of the System. At least once every 3 years, the Secretary must send a report on the findings, plus any recommendations the Secretary thinks are needed, to four congressional committees: the House Committee on Natural Resources, the House Committee on Appropriations, the Senate Committee on Energy and Natural Resources, and the Senate Committee on Appropriations.

(b) Consultation. While doing the review and writing the report, the Secretary must talk with the right officials from affected federal, state, and local agencies, and with national, regional, and local organizations. This consultation must include public hearings, whenever the Secretary decides a hearing is needed to let the public fully comment.

(c) Contents of report. The report must contain:
(1) A full list of all land parcels inside each unit's outer boundaries that Congress authorized to be acquired but that have not yet been acquired, as of November 28, 1990.
(2) A ranked list of those unacquired parcels, both unit by unit and for the whole System. For each parcel, the list must describe its size and who owns it, estimate the cost to acquire it (following any legal limits on that cost), and explain how the estimate was made.
(3) A study of what each unit currently needs, and will need in the future, for resource management, interpretation, construction, operations and maintenance, staff, and housing — along with a cost estimate for each.
