The Federal Government’s policy is to work with States, local governments, private organizations, and individuals to support productive coexistence between modern society and historic maritime resources. It must lead maritime preservation, encourage private preservation, and help State and local programs expand.
It is Federal Government policy, working with States, local governments, private organizations, and individuals, to (1) use measures such as financial and technical assistance to foster conditions in which modern society and historic maritime resources can exist in productive harmony; (2) lead preservation of the United States’ historic maritime resources; (3) help preserve historic maritime resources and give the greatest possible encouragement to organizations and individuals preserving them privately; and (4) help State and local governments expand their maritime historic preservation programs and activities.
It shall be the policy of the Federal Government, in partnership with the States and local governments and private organizations and individuals, to—
use measures, including financial and technical assistance, to foster conditions under which our modern society and our historic maritime resources can exist in productive harmony;
provide leadership in the preservation of the historic maritime resources of the United States;
contribute to the preservation of historic maritime resources and give maximum encouragement to organizations and individuals undertaking preservation by private means; and
assist State and local governments to expand their maritime historic preservation programs and activities.
