For each acquisition-workforce career field, the Secretary of Defense must set civilian proficiency and competency standards and provide resources to achieve them.
For each career field, the Secretary must (1) establish proficiency standards and technical and nontechnical competencies for civilian qualification assessments, and (2) assign resources to accomplish those competencies.
For each acquisition workforce* career field, the Secretary of Defense shall—
establish, for the civilian personnel in that career field, defined proficiency standards and technical and nontechnical competencies which shall be used in personnel qualification assessments; and
assign resources to accomplish such technical and nontechnical competencies.
