10 U.S.C. § 2650 — Civilian personnel in Alaska

Certain people living and working in Alaska, and their families, may use Department of Defense transportation. Four conditions apply, including available accommodations, no cost to the United States, a limit of one round trip every two years except for emergencies, and a restriction on air travel that commercial carriers cannot reasonably handle.
People who live in Alaska, are employed there by the United States, and have been employed there by the United States for at least two years, and their families, may be transported on Department of Defense vessels or airplanes if:
(1) the Secretary of Defense considers that accommodations are available;
(2) the transportation is without expense to the United States;
(3) the transportation is limited to one round trip between Alaska and the United States during any two-year period, except in an emergency such as sickness or death; and
(4) if the travel is by air, a United States commercial air carrier cannot reasonably handle the transportation.
Persons residing in Alaska who are and have been employed there by the United States for at least two years, and their families, may be transported on vessels or airplanes operated by the Department of Defense, if—
the Secretary of Defense considers that accommodations are available;
the transportation is without expense to the United States;
the transportation is limited to one round trip between Alaska and the United States during any two-year period, except in an emergency such as sickness or death; and
in case of travel by air, the transportation cannot be reasonably handled by a United States commercial air carrier.
