10 U.S.C. § 484 — Quarterly cyber operations briefings

(a) Briefings Required. The Under Secretary of Defense for Policy, the Commander of United States Cyber Command, and the Chairman of the Joint Chiefs of Staff — or designees from each of their offices — must give the congressional defense committees a quarterly briefing on all offensive and significant defensive military operations in cyberspace, including clandestine cyber activities, that the Department of Defense carried out during the immediately preceding quarter. (b) Elements. Each briefing must include: (1) an update, broken down by each applicable geographic and functional command, describing operations carried out in that command's area or by that command; (2) an update, broken down by command, describing defensive cyber operations carried out to protect forces, networks, and equipment in that command's area; (3) an update on relevant authorities and legal issues affecting operations, including any presidential directives and delegations of authority received since the last briefing; (4) an overview of major operational challenges posed by major adversaries or encountered in operations since the last briefing; (5) an overview of how ready the Cyber Mission Forces are to perform their assigned missions — covering all of these forces' abilities to conduct cyberspace operations based on the capability and capacity of personnel, equipment, training, and equipment condition, measured with both numeric and descriptive methods, and in a way common to all military departments, and consistent with the readiness reporting required by section 482 of this title; and (6) any other matters the briefers decide are appropriate. (c) Documents. Each briefing must include a classified "placemat" document summarizing the elements described in paragraphs (1), (2), (3), and (5) of subsection (b), and an unclassified memorandum summarizing the briefing's contents.
