(b) Purposes. The Executive Committee exists to: (1) be the main place inside the Department of Defense to inform people about, coordinate, and evaluate electromagnetic warfare issues; (2) give senior-level oversight, coordination, and budget and capability planning for those issues; and (3) advise the Secretary of Defense, the Deputy Secretary, and the Deputy Secretary's Management Action Group on those issues.

(d) Coordination With Intelligence Community. Working through the Under Secretary of Defense for Intelligence and Security, the Executive Committee must coordinate with the intelligence community (as defined in a 1947 national security law) to build requirements, help agencies work together, set up connections between systems, and align Defense Department efforts on capabilities and purchases tied to electromagnetic spectrum operations, wherever the Department depends on or shares interests with the intelligence community.
(e) Meetings. (1) The Executive Committee must meet at least once every three months, and more often if needed to handle specific issues. (2) It may meet by video conference.
(f) Membership. (g) Co-chairs of Executive Committee. (1) The Under Secretary of Defense for Acquisition and Sustainment and the Vice Chairman of the Joint Chiefs of Staff — or the people they choose to stand in for them — serve as co-chairs. (2) The co-chairs must: (A) lead all Executive Committee meetings, or have their designees lead them; (B) handle the Committee's administrative control; (C) jointly guide what the Committee does; (D) approve every meeting agenda and every meeting summary; (E) create working groups to study specific mission areas, as described in subsection (i); and (F) do whatever else is needed to keep the Committee running well.
(h) Electromagnetic Spectrum Operations Capability Team. (1) The Executive Committee includes an electromagnetic spectrum operations capability team, which (A) acts as a group of flag officers (generals and admirals) who serve as the Committee's working staff, and (B) in that role (i) gives early senior-level coordination on key issues, (ii) prepares recommended actions for the Executive Committee to consider, and (iii) handles other related duties. (2) This team is co-chaired by one representative from the Office of the Under Secretary of Defense for Acquisition and Sustainment and one from the Joint Staff's Force Structure, Resources, and Assessment Directorate (J-8). (3) Each Executive Committee member must appoint someone from their own staff to serve on this team.
(i) Mission Area Working Groups. (1) The Executive Committee must create temporary mission area working groups to (A) address specific electromagnetic spectrum operations issues and mission areas, (B) bring in subject matter experts and Department components with relevant expertise, and (C) handle other related duties. (2) Once a working group's issue is resolved, the Executive Committee must dissolve that group.
(j) Administration. The Under Secretary of Defense for Acquisition and Sustainment must provide administrative support to the Executive Committee, including naming at least two officials to handle its day-to-day operations.
(k) Report to Congress. By February 28, 2024, and every year after that through 2030, the Executive Committee must send the congressional defense committees* a summary of what it did during the past fiscal year.
