The Naval Academy has a director of admissions, appointed by the President with Senate approval, who does whatever duties the Superintendent assigns with the Navy Secretary's approval. The director normally holds the rank of Navy commander or Marine lieutenant colonel, and is promoted to captain or colonel after six years in the job or when their promotion would otherwise have come up. The President may instead assign a more senior officer to do the job's duties without formally naming them director.
(a) Establishment and appointment. There is a director of admissions of the Naval Academy. The President appoints this person, with the Senate's advice and consent, and the director performs whatever duties the Superintendent of the Naval Academy assigns, with the Secretary of the Navy's approval.
(b) Rank*.
(1) Generally, a person appointed director of admissions holds the regular rank of commander in the Navy or lieutenant colonel in the Marine Corps.
(2) That person is promoted to the regular rank of captain in the Navy or colonel in the Marine Corps as of whichever comes first: the date they complete six years serving as director of admissions, or the date they would have been promoted anyway had they been selected for promotion from the officers in the promotion zone.
(c) Detail. The President may instead assign ("detail") any Navy or Marine Corps officer* above the rank of lieutenant or captain to carry out the director of admissions' duties, without formally appointing that officer as director of admissions. Doing this does not change the officer's place on the active-duty list*.
There is a director of admissions of the Naval Academy. The director of admissions shall be appointed by the President, by and with the advice and consent of the Senate, and shall perform such duties as the Superintendent of the Naval Academy may prescribe with the approval of the Secretary of the Navy.
Subject to paragraph (2), a person appointed as director of admissions of the Naval Academy has the regular grade of commander in the Navy or lieutenant colonel in the Marine Corps.
A person serving as director of admissions shall have the regular grade of captain in the Navy or colonel in the Marine Corps upon the earlier of—
the date on which such person completes six years of service as the director of admissions; and
the date on which such person would have been promoted had the person been selected for promotion from among officers in the promotion zone.
The President may detail any officer* of the Navy or the Marine Corps in a grade above lieutenant or captain, respectively, to perform the duties of director of admissions without appointing the officer as director of admissions. Such a detail does not affect the position of the officer on the active-duty list*.
