The Secretary of the Navy may hire as many civilian professors, instructors, and lecturers at the Naval Academy as needed, and sets their pay. The Secretary can also set their work schedules and any overtime or compensatory time pay, instead of following the usual federal rules for those things. The Secretary may hand off this authority to others in the Navy Department.
(a) The Secretary of the Navy may employ as many civilians as professors, instructors, and lecturers at the Naval Academy as the Secretary considers necessary.
(b) The Secretary sets the pay* of people employed under this section.
(c) Instead of following the usual federal rules in subchapter V of chapter 55 of title 5, or section 6101 of that title, the Secretary of the Navy may instead set, for people employed under this section: their work schedule, including hours and tours of duty, described with whatever detail the Secretary decides is appropriate; and any extra ("premium") pay or compensatory time off for work beyond their regularly scheduled hours or tours of duty.
(d) The Secretary may hand off the authority given by this section to anyone in the Department of the Navy, and may allow that person to hand it off again to someone else, if the Secretary wants to allow that.
The Secretary of the Navy may employ as many civilians as professors, instructors, and lecturers at the Naval Academy as he considers necessary.
The compensation of persons employed under this section is as prescribed by the Secretary.
The Secretary of the Navy may, notwithstanding the provisions of subchapter V of chapter 55 of title 5 or section 6101 of such title, prescribe for persons employed under this section the following:
The work schedule, including hours of work and tours of duty, set forth with such specificity and other characteristics as the Secretary determines appropriate.
Any premium pay* or compensatory time off for hours of work or tours of duty in excess of the regularly scheduled hours or tours of duty.
The Secretary, to the extent he considers proper, may delegate the authority conferred by this section to any person in the Department of the Navy, with or without the authority to make successive redelegations.
