The Secretary may issue regulations for this subchapter’s grant programs and arrangements. Regulations may make classifications, adjustments, and exceptions needed to carry out its purposes, prevent evasion, or support compliance.
(a) The Secretary may issue regulations implementing and administering the authorized grant programs and arrangements. (b) Regulations may contain classifications, distinctions, and other provisions and may make adjustments and exceptions for classes of programs, arrangements, or eligible entities when the Secretary judges them necessary or proper to carry out this subchapter, prevent circumvention or evasion, or facilitate compliance.
The Secretary is authorized to promulgate regulations to implement and administer the grant programs and undertakings authorized by this subchapter.
Regulations prescribed under this section may contain such classifications, differentiations, or other provisions, and may provide for such adjustments and exceptions for any class of grant programs, undertakings, or eligible entities, as, in the judgment of the Secretary, are necessary or proper to effectuate the purposes of this subchapter, to prevent circumvention or evasion of this subchapter, or to facilitate compliance with this subchapter.
