The Secretary can order mechanical and electronic development work to help carry out this law's purposes. The Secretary may sign development contracts when doing so serves the government's best interest.
This section gives the Secretary power to build tools for the job. The Secretary may have mechanical and electronic development work done, whenever the Secretary decides it is needed to carry out this title's functions and duties and purposes. The Secretary may also enter into development contracts for that work, whenever the Secretary determines doing so serves the government's best interest.
The Secretary is authorized to have conducted mechanical and electronic development work as he determines is needed to further the functions and duties of carrying out the purposes of this title and may enter into such developmental contracts as he may determine to be in the best interest of the Government.
