13 U.S.C. § 61 — Collection and publication

(a) The Secretary must collect, organize, and publish monthly statistics on two groups of things: (1) Vegetable oil products: (A) quantities of cotton seed, soybeans, peanuts, flaxseed, corn germs, copra, sesame seed, babassu nuts and kernels, and other oilseeds, nuts, and kernels received, crushed, and on hand at oil mills; (B) crude and refined oils, cakes, meals, and other primary products made from those seeds, nuts, and kernels, by type, shipped out and on hand at oil mills and processing plants; (C) crude and refined vegetable oils, by type, used by and held by makers of shortening, margarine, soap, and other major products using large amounts of vegetable oil; and (D) crude and refined vegetable oils, by type, held in warehouses and in transit to the plants that will use them. (2) Animal fat products: (A) quantities of animal fats, oils, and greases produced, by type; (B) quantities shipped and held by producers, by type; (C) quantities of animal fats, oils, greases, and fish and marine mammal oils used by and held by makers of shortening, margarine, soap, and similar products needing large amounts of them; and (D) quantities held in warehouses, cold storage, and in transit to the plants that will use them. (b) The Secretary does not have to collect this information more often than needed for reliable statistical reports, and does not have to collect it at all from anyone who produces, holds, or uses only small, inconsequential quantities of fats and oils.
