This law requires the Secretary to collect and publish statistics about the cotton industry. That includes how much cotton is ginned, used by mills, stored, and traded internationally.
This section lists six things the Secretary must collect and publish statistics about: (1) how much cotton has been ginned; (2) how much raw cotton manufacturing plants of all kinds have used; (3) how much baled cotton is currently on hand; (4) how many cotton-spinning spindles are actively running; (5) how many hours those active spindles have run; and (6) how much cotton has been imported and exported, along with which countries it came from and went to.
The Secretary shall collect and publish statistics concerning the—
amount of cotton ginned;
quantity of raw cotton consumed in manufacturing establishments of every character;
quantity of baled cotton on hand;
number of active consuming cotton spindles;
number of active spindle hours; and
quantity of cotton imported and exported, with the country of origin and destination.
