This law says who NIST can serve. It can work for the U.S. government, international organizations the U.S. belongs to, friendly foreign governments, U.S. state and local governments, and any organization or person needing measurement standards. Work for foreign entities must be coordinated with the State Department.

The Institute — the National Institute of Standards and Technology — can carry out its functions for several kinds of groups: the government of the United States; international organizations the United States belongs to; governments of friendly countries; any state or municipal government within the United States; and any scientific society, school, business, corporation, or individual, inside the United States or a friendly country, that manufactures things or does other work requiring standards or standard measuring instruments. When the Institute works for international organizations, friendly foreign governments, or foreign scientific societies, schools, businesses, corporations, or individuals, that work must be coordinated with other U.S. government agencies — especially the Department of State, when the party being served is foreign. Anyone requesting the Institute's services must make that request following the rules and regulations this law establishes.
