15 U.S.C. § 637b — Availability of information

(a) Requests for information. For any contract a Federal agency will award, the agency must provide a small business concern^*, upon request, with:

(1) a copy of the bid sets and specifications for the contract;

(2) the name and telephone number of an agency employee who can answer questions about the contract; and

(3) sufficient citations to each major Federal law or agency rule that the business concern must follow when performing the contract.

(b) Exempt contracts. Subsection (a) does not apply to a contract, or to a subcontract^* under that contract, that:

(1) will be performed entirely outside every State, territory, or possession of the United States^*, the District of Columbia, and the Commonwealth of Puerto Rico; or

(2) is for services that are personal in nature.
