The President may move functions, powers, and duties mainly involving small-business problems from another department or agency to the Small Business Administration. The President may also move related records, property, personnel, and unused funds.
The President may transfer to the Administration* any functions, powers, and duties of a department or agency that mainly concern small-business problems. As part of the transfer, the President may also arrange for appropriate transfers of records, property, needed personnel, and unused balances of appropriations and other funds available to the department or agency making the transfer.
The President may transfer to the Administration* any functions, powers, and duties of any department or agency which relate primarily to small-business problems. In connection with any such transfer, the President may provide for appropriate transfers of records, property, necessary personnel, and unexpended balances of appropriations and other funds available to the department or agency from which the transfer is made.
