16 U.S.C. § 410ffff–5 — Authorization of appropriations

Congress authorizes spending whatever sums are necessary to carry out this subchapter's purposes — except that no more than $4,000,000 of that money may be spent on acquiring real and personal property. As with other appropriations authorizations, this section does not provide funding by itself; it only gives Congress legal permission to appropriate money for the historical park in a future spending bill, with this one specific dollar cap applying only to property acquisition, not to the park's other operations, preservation work, or programs described elsewhere in this subchapter.
