It is U.S. policy to make this transfer efficient and cost-effective wherever possible. The transfer should minimize disruption to Tennessee Valley Authority and Forest Service employees' personal lives. It should also minimize harm to permit holders, contractors, and other businesses affected by the change.
(1) It is United States policy that, as much as practical, the transfer of control over the Recreation Area* from the Tennessee Valley Authority to the Secretary* should happen in an efficient, cost-effective way.
(2) It's also policy to minimize, as much as practical, (A) disruption to the personal lives of Tennessee Valley Authority and Forest Service employees, and (B) harm to permit holders, contractors, and others whose businesses are affected by the transfer.
It is the policy of the United States that, to the maximum extent practicable—
the transfer of jurisdiction over the Recreation Area* from the Tennessee Valley Authority to the Secretary* should be effected in an efficient and cost-effective manner; and
due consideration should be given to minimizing—
disruption of the personal lives of the Tennessee Valley Authority and Forest Service employees; and
adverse impacts on permittees, contractees, and others owning or operating businesses affected by the transfer.
