Within 30 days of the transfer, the Secretary and the Authority must sign an agreement. It must cover employee withdrawal, and transferring property, records, and other issues. A joint transition team may help, with each agency paying its own team's costs.
(a) In general - No later than 30 days after the transfer date under section 460lll-41, the Secretary* and the Tennessee Valley Authority must sign a memorandum of agreement covering how to carry out this subchapter.
(b) Provisions - That agreement must set procedures for: (1) Tennessee Valley Authority officers and employees leaving in an orderly way; (2) transferring property, fixtures, and facilities; (3) transferring officers and employees between the two agencies; (4) transferring records; and (5) other transfer issues.
(c) Transition team - (1) The agreement may set up a transition team made up of Tennessee Valley Authority and Forest Service employees. (2) This team may keep working even after the transfer date. (3) Each agency pays the personnel costs of its own team members.
Not later than 30 days after the date of transfer pursuant to section 460lll–41 of this title, the Secretary* and the Tennessee Valley Authority shall enter into a memorandum of agreement concerning implementation of this subchapter.
The memorandum of understanding shall provide procedures for—
the orderly withdrawal of officers and employees of the Tennessee Valley Authority;
the transfer of property, fixtures, and facilities;
the interagency transfer of officers and employees;
the transfer of records; and
other transfer issues.
The memorandum of understanding may provide for a transition team consisting of the Tennessee Valley Authority and Forest Service employees.
The team may continue in existence after the date of transfer.
The Tennessee Valley Authority and the Forest Service shall pay personnel costs of their respective team members.
