The Secretary manages Pictured Rocks National Lakeshore under national park laws, and must write a land and water use plan covering recreation, scenic protection, and resource use. Building a scenic shoreline drive through the lakeshore is banned.
(a) Utilization of authority for conservation and management of natural resources: The Secretary manages, protects, and develops the lakeshore under the 1916 Act that governs areas run by the National Park Service, as amended. But the Secretary can also use other conservation and resource-management authority when doing so would further this subchapter's purposes.
(b) Land and water use management plan: The Secretary must write and carry out a land and water use management plan for the lakeshore. This plan must specifically cover:
(1) building facilities for public recreation, including proper improvements to Alger County Road H–58;
(2) protecting scenic, scientific, and historic features that contribute to public enjoyment; and
(3) protecting, managing, and using renewable natural resources -- including forage and forest products -- in ways that, subject to sections 460s–8 and 460s–9, the Secretary judges consistent with, and not seriously harmful to, public recreation and the protection of scenic, scientific, and historic features.
(c) Prohibition of certain construction: A scenic shoreline drive cannot be built in Pictured Rocks National Lakeshore.
The administration, protection, and development of the Pictured Rocks National Lakeshore shall be exercised by the Secretary, subject to the provisions of the Act of August 25, 1916 (39 Stat. 535; 16 U.S.C. 1 et seq.),1 as amended and supplemented, relating to the areas administered and supervised by the Secretary through the National Park Service; except that authority otherwise available to the Secretary for the conservation and management of natural resources may be utilized to the extent he finds such authority will further the purposes of this subchapter.
In the administration, protection, and development of the lakeshore, the Secretary shall prepare and implement a land and water use management plan, which shall include specific provision for—
development of facilities to provide the benefits of public recreation, including appropriate improvements to Alger County Road H–58;
protection of scenic, scientific, and historic features contributing to public enjoyment; and
such protection, management, and utilization (subject to the provisions of sections 460s–8 and 460s–9 of this title) of renewable natural resources, including forage and forest products, as in the judgment of the Secretary is consistent with, and does not significantly impair public recreation and protection of scenic, scientific, and historic features contributing to public enjoyment.
A scenic shoreline drive may not be constructed in the Pictured Rocks National Lakeshore.
