This law directs the Secretary of Agriculture to plan fish hatchery and aquaculture projects in the Tongass National Forest. Alaska and nonprofit aquaculture groups take part in the planning. Later forest management plan updates must report on this planning process to Congress.

(a) The Secretary of Agriculture must set up a cooperative planning process to grow fisheries resources in the Tongass National Forest, through fish hatcheries and aquaculture facilities and activities. Participants in this process must include, at minimum, the State of Alaska and appropriate nonprofit aquaculture corporations — though others can take part too. The Secretary may hire private, nonprofit associations to help with this planning. (b) Every time National Forest management plans are revised under the Forest and Rangeland Renewable Resources Planning Act of 1974 and the National Forest Management Act of 1976, the revision must include a report on how this planning process is going. That report must cover, at minimum, a description of current hatchery and aquaculture projects, an analysis of how well those projects are working, and a ranked list of projects planned for the rest of the management plan's period. The Secretary must send this report to Congress, along with any recommendations for new legislation needed to carry out the proposed hatchery and aquaculture projects.
